On a Tooltip
The delay before it appears is the effect. A tooltip that arrives instantly fires on every pass of the cursor; this one waits long enough to mean something. The wait is in the keyframes, not in a timer. The tooltip is TooltipContent's own surface and arrow.

The class is wm wm-patient-tooltip — the first half is the marker the trigger and reduced-motion rules hook into, the second is the effect.
