This one repaints the button's background — that is how the gradient reaches the border area without a wrapper. Set --wm-surface to the fill you want; here it is the card colour, so the button reads as outlined in both themes.
The class is wm wm-halo-ring — the first half is the marker the trigger and reduced-motion rules hook into, the second is the effect.
