On a Button
The echo takes its colour from --wm-echo, which defaults to the accent. On a plain button that is exactly what you want — the button stays neutral and the ring carries the colour, so the two never compete.
The class is wm wm-beacon — the first half is the marker the trigger and reduced-motion rules hook into, the second is the effect.
