A gradient head travelling down the Floating TOC's rail. In production this rides animation-timeline: view() and needs no timer; the timed version here works without a scroll container so you can see it on this page. The rail is laid over the TOC's own left border.
The class is wm wm-read-rail — the first half is the marker the trigger and reduced-motion rules hook into, the second is the effect.
