Dialog Lift
The scrim fades first and the panel arrives a beat later. The exit is faster and travels less than the entrance, because leaving should not ask for the same attention as arriving.

On a Dialog
The scrim comes up and the panel lifts into it. The panel overshoots very slightly; the scrim does not, because a fading layer that springs reads as a mistake. The panel is DialogContent's surface with the real DialogHeader, DialogFooter and Buttons inside.

The class is wm wm-dialog-lift — the first half is the marker the trigger and reduced-motion rules hook into, the second is the effect.
