A needle that overshoots its reading and comes back, the way a physical gauge does — @property is what lets the conic angle overshoot at all. The arc is 270°, open at the bottom; 72% of it is the 194° in --wm-to.
The class is wm wm-gauge-settle — the first half is the marker the trigger and reduced-motion rules hook into, the second is the effect.
