Buoy
Picked up: it lifts 4px, grows a little and its shadow deepens while it is held, and settles back faster when it is put down. No bobbing — an element in the user's hand follows the hand.

Examples
On a Card
Press and hold the top card: it is picked up — 4px up, 2% larger, a deeper shadow — and it holds while it is in your hand; let go and it settles back, faster than it rose. Space or Enter picks it up and puts it down from the keyboard. Set data-wm-lifted while a drag is in progress or the card waits on a drop target; :active covers a plain press.
The class is wm wm-buoy — the first half is the marker the trigger and reduced-motion rules hook into, the second is the effect.
